Emergency Connectivity Fund Overview

The FCC's Emergency Connectivity Fund (ECF) was authorized by congress as part of the American Rescue Plan Act on March 11, 2021. The ECF will help schools and libraries provide the necessary hardware and services their communities need to connect during the COVID-19 emergency.

The second ECF Program application filing window will open on September 28, 2021 and close on October 13, 2021. During this time, schools and libraries can submit funding requests to purchase school bus wifi, tablets, Chromebooks, laptops, hotspots, routers and broadband connectivity services between July 1, 2021 and June 30, 2022.

Funding Distribution is Based on Total Requested Amount

The funding distribution is based on the total amount requested during both the first and second application windows. Since the first application window closed, there is currently $2.14 billion still available.

Requests less than $7.17B

  • Applicants will be funded at 100% of the request for both services and devices from the eligibility period of July 1, 2021 - June 30, 2022

Requests greater than $7.17B

  • Requests will be funded in order of priority with schools and libraries that serve rural students and have higher % NSLP receiving first funding priority
